When my tattoo healed, it scabbed really badly and half of the ink fell off. Would it be possible to have it removed?

The tattoo is located along the side of my hand, along the edge. Half of the tattoo looks really faded and the other half looks really dark. It's a cross in black ink.

Yes, definitely. If the ink fell off with the scab, it usually means the tattoo was placed very near the surface of the skin (epidermal or superficial dermal), which means removal is much easier.

Yes, this can be removed. Remember the laser activates the ink by exploding the ink molecules and the ink is then pulled out through the body (macrophages). If the tattoo artist didn't penetrate the skin deep enough, it is possible to have it slough off the surface. Removal of the remainder of the tattoo will take multiple treatments, which varies from person to person.

It is possible to remove the rest of the ink. Do not remove any scabs; let them fall off naturally. Leaving them on as long as possible helps to minimize risks.
